If you are a Georgia or South Carolina resident, you can get your marriage license at your local Probate Court and marry anywhere in that state. If you are not a Georgia or South Carolina resident you have to get your marriage license in the county you will have your wedding or signing.
There is no waiting period in Georgia so you can get married the same day you get the marriage license.
South Carolina has a 24hr wait for the marriage license to be active.
Please note Chatham County Probate court (Georgia) requires an appointment on their website for a marriage license. I can send you the link.
